I guess the political leaning of the board could give Dubois an opportunity to spin the medical school he wants to add as a way to create more in state competition. It could force the schools put better efforts in teaching the medical students they have as well as put pressure on them to create more ground breaking research. He can also discuss how it can give in state students more choices in where they want to spend their money when i comes to wear they want to go learn.

 It also  helps create job opportunities in the state, attracts more people to come work in NC, as well as retain people who feel they had to move because of the lack of job opportunities in the medical field in the state.
Madness is the emergency exit. You can just step outside, and close the door on all those dreadful things that happened. You can lock them away... forever.
