clt says the offices should be in Charlotte or Raleigh.

Should be in Raleigh. The first opportunity to move the offices to the state capital actually came in 1932 when UNC president Frank Porter Graham was named president of the newly created Consolidated University, which then included three campuses - UNC in Chapel Hill, NC State in Raleigh, and Women's College in Greensboro (now UNCG). Graham didn't want to leave Chapel Hill, so his office as oresident of the system was set up there and has remained ever since.

They should also consider changing the name of the University of North Carolina System to something that won't be confused with unc-ch.
